How the Authority Generates Revenues:
In addition to operating and maintaining the 19 sites identified under "Locations of the Business," the Authority receives revenue from meter-curbed parking spaces in the central business district and in neighboring business districts. (Meters account for 15.4% of the Authority's revenues.) Enforcement of the meter regulations is performed by the Police Department, with Authority personnel handling the collection of meter revenues and the maintenance of the meters.
Typical rates for transient parkers (those who don't use monthly passes, or purchase reserved spaces) are $2.00 per hour, and no maximum weekdays. Recent experiments at two sites have resulted in a rate increase to $2 for the first hour, and $1 per hour thereafter, resulting in a substantial increase in revenues. Consumers may purchase monthly parking permits for Sites #2 and #15 for $30 per month; Site #1 for $50 per month; Site #11 $110 per month, and for Site # 12E $130 per month.
The Authority also sells monthly coupon books that contain 22 coupons (one coupon per parking transaction). These books are available to patrons of Site #10 for a monthly charge of $44. and to patrons at other sites for $77 per month. The Authority also sells parking stamps at a cost of $90 for 100 stamps, with each stamp allowing one hour of parking at all sites except #6.
It is important to emphasize that the laws under which the Authority operates allow it flexibility in expanding its revenue potential by building additional parking facilities, building leasable retail space, upgrading its current facilities, broadening the range of transportation-related services it can offer, and proposing reasonable adjustments to its rate schedules in order to further enhance its revenue potential.
